Rockville to Inaugurate Mayor and Council

The Senior Center will host the swearing ceremony and the first meeting of the new City Council on Monday.

Rockville will inaugurate its 63rd term of the city’s mayor and council with an inauguration ceremony before the new council’s first meeting tonight at .

Mayor Phyllis Marcuccio, who served two terms on the council before being elected mayor in 2009, will be sworn in to her second term as mayor. She will then administer the oath of office to Bridget Donnell Newton, Mark Pierzchala, John F. Hall Jr. and Tom Moore.

Newton and Pierzchala both were . Hall served two terms on the City Council before not running for re-election in 2005. Moore, who served as chairman of the city’s Compensation Commission, was elected to his first term this year.

A reception will be held at 5 p.m. followed by the swearing-in cermony at 7 p.m. The reception and inauguration are free and open to the public. Tickets are not necessary.

The ceremony will include a welcome from Rockville historian Eileen McGuckian, music and the presentation of colors by the Rockville City Police Color Guard.

The council also will adopt a resolution recognizing City Manager Scott Ullery for his seven years of service to the city. Ullery on Friday after a 31-year career in local government, including service in Tucson, Ariz. and Santa Barbara County, Calif.

Assistant City Manager Jennifer Kimball will be named acting city manager while the city conducts a search for a new city manager. The council voted on Oct. 3 to award a $20,800 contract to Springsted, Inc. to conduct the search for a new city manager.

The council on Monday also will vote on several contracts, for asphalt and concrete repairs at city parks and facilities, for hardware supplies, for heating oil for several city facilities and for a four-year contract for speed and red light cameras.

City staff recommends that the council award the nearly $5.8 million camera contract to ACS State and Local Solutions, Inc. of Germantown. The city has used ACS to administer its speed camera program since 2007. The new contract will combine the red light and speed camera programs under the same vendor. The city had used American Traffic Solutions, Inc. to administer its red light camera program since the program began in 2002, under a piggyback agreement with Howard County. The city will piggyback with Montgomery County on the new contract with ACS.

Rockville 11 will broadcast the inauguration ceremony and council meeting live. The ceremony will be replayed throughout December and the ceremony and meeting will be available on demand on the city’s website.
