Rockville City Council Agenda: Financial Advisory Board, Elections and Driveways

A proclamation on Business Appreciation Week also is on Monday's agenda.

The Financial Advisory Board, a discussion with the city’s elections board and a vote on an assessment for driveway apron construction highlight the Rockville City Council’s agenda for Monday.

A proclamation declaring March 11-15 Business Appreciation Week in the city also is on the agenda.

The council meets at 7 p.m. at City Hall. The meeting will be broadcast live on Rockville 11.

Financial Advisory Board

The council is scheduled to vote on two additional provisions to an ordinance to establish a Financial Advisory Board.

One provision would address the mayor and council’s desire that board members serve "overlapping three-year terms." City staff drafted language recommending two of the initial board members be appointed to one-year terms and the other three members appointed to three-year terms. 

“The Mayor and Council may choose to amend this language to provide for a different overlapping of the terms,” city staff wrote in a report.

The second provision calls for the board to select its own chairperson. City staff drafted language “making clear that the chairperson is chosen from among its appointed members; that the term of chairperson is for one year; and that the chairperson is eligible for reelection,” staff wrote.

The provisions are part of an ordinance to amend the Rockville City Code’s chapter on "Administration” to establish the board’s composition, membership requirements and duties and responsibilities.

The amendment also includes waiving a layover period and scheduling the final vote to establish the advisory board on March 11. 

Driveway aprons

The council is scheduled to vote on an ordinance to levy a special assessment on nine properties on which the city issued a $7,886 contract to have driveway aprons installed in fiscal 2012, which ended June 30.

“Assessments in the total amount of $7,262.50 will be levied against nine residential properties,” according to a city staff report. “The assessments may be paid upfront or over a five-year period with interest. If paid over five years, the resident would pay an additional $623.71 (2.8108%), for interest for a total cost of $7,886.21.”

Board of Supervisors of Elections

The city’s Board of Supervisors of Elections is scheduled to address the council’s 2013 annual report recommendations.

The board’s response addresses:

  1. Language for the ordinance for the withdrawal of a candidate.
  2. Campaign finance reports.
  3. The deadline for campaign finance reporting.
  4. The database of city voters.
  5. Campaign guidelines regarding the use of the city flag, seal and logo.
