Rockville City Council Adopts $114 Million Budget

Property taxes will stay the same; city workers will get a raise.

The Rockville City Council on Monday approved a $114 million fiscal year budget that keeps taxes level, maintians current city programs and includes a pay raise for city workers.

The $113.9 million budget is nearly $7 million bigger than the current budget and about $2 million more than what City Manager Barbara B. Matthews presented on March 18, when it was formally introduced.

The General Fund accounts for half the budget, at $69 million.

The budget takes effect July 1, 2013. Budget highlights:

  • Property taxes will stay at 29.2 cents per $100 of assessable value.
  • City employees will get a 2 percent cost of living adjustment.
  • The city will spend $3 million less on construction projects. There are 47 projects in the  $67 million capital improvements budget, a decrease of roughly 4.5 percent. The city would borrow $3.5 million and use $5.7 million from the general fund to support the projects.
  • While city programs aren't being cut, the budget eliminates the equivalent of 7.5 full-time positions. Matthews has said the affected positions were already vacant and that, in some cases, workers would be transferred to other city jobs.
  • The average city resident will pay $82 more each year for trash, water and sewer, and stormwater management combined.
