Council to Discuss Priorities at Retreat

Agenda includes discussion of the council's makeup, campaign policies.

The Rockville City Council will go on retreat—to the mayor’s office—on Monday.

The planning session is open to the public, but will not be televised. It begins at 7 p.m. at .

It follows a similar session on Dec. 1, during which the then-newly elected council discussed its priorities.

Monday’s session will focus on “action items” discussed Dec. 1. Among the items:

  • Rules and procedures for voting on agenda items and conducting public hearings during council meetings, including time limits on speakers.
  • Campaign policy changes to allow the distribution of campaign materials at city facilities hosting debates, but to eliminate City Hall as a host site.
  • City council membership on the board of directors of Rockville Economic Development Inc.
  • A two-year “strategic plan” outline to be drafted by Councilman John Hall.

The council also will review each council member’s specific priorities. Among them:

  • A review of the city charter. Mayor Phyllis Marcuccio has said she would like the city to consider a council comprising seven members who each serve four-year terms.

  • A review of the Adequate Public Facilities Ordinance, which seeks to ensure that transportation infrastructure, public schools, fire and emergency service and water and sewer service, can sufficiently handle the impact of new development.

  • A review of the city’s Compensation Commission.
  • City elections, with an eye toward increasing voter turnout.

The session also will include a discussion of how the council appoints citizens to city boards and commissions.
