Police said they found John Edward Garner naked from his waist down.
A partially nude man was arrested at a MARC train station in Frederick, MD over the weekend.
Police said they found John Edward Garner standing naked from the waist down, exposing himself to passengers and staff at the train station Sunday morning.
Garner, 62, who has no fixed address, was charged with indecent exposure, Frederick police said.
