Budgets, buyouts and basketball

Forget what the calendar says, winter arrived in Rockville this week with freezing temperatures and even a dusting of snow on Friday. Here's a look back at what else was going on while everyone tried to keep warm:

County Executive Isiah Leggett (D) called for the county to overcome its budget struggles as he was sworn into a second term and the County Council welcomed new members Hans Riemer (D-At large) of Silver Spring and Craig L. Rice (D-Dist. 2) of Germantown during an inauguration ceremony at Rockville High School.

The realities of the budget became clearer as the new council heard options for cost-cutting measures to close a $300 million deficit.

The City Council heard residents' and businesses' wishes for the fiscal 2012 budget on Monday during a public hearing that focused on bicycle and pedestrian safety, green building tax credits and watching the bottom line.

On Tuesday, the county school board voted unanimously to overrule a Rockville Planning Commission decision that has kept two portables at College Gardens Elementary empty for the first three-and-a-half months of the school year.

Also Tuesday, Gov. Martin O'Malley (D) announced that he would offer buyouts to state employees in an effort to cut 500 state jobs and avoid layoffs.

High school basketball season opened with a win for the Richard Montgomery girls team on Tuesday and a number of tough losses for Rockville schools on Friday night.

On Thursday, Del Ray (VA) Patch's Drew Hansen reported that the Georgetown University baseball program could be leaving Cabin John Regional Park to play its home games at Four Mile Run Park in Alexandria, VA.

Also Thursday, city staff said that Rockville Town Square's management company had not yet submitted the proper permits to break ground on an ice rink that city planners in October approved for the plaza of the downtown shopping district.

On Friday afternoon, city police were investigating a strong-arm robbery in which a 28-year-old man had a backpack taken from him at the Twinbrook Metro station.
