  • Montgomery County Executive Isiah Leggett on Monday proposed a 5-cent tax on paper and plastic bags provided by all retailers—not just grocery stores. Retailers will receive a 1-cent reimbursement on each plastic bag to cover the administrative costs of the tax. If approved by the County Council, the new law would take effect on Jan. 1. We .
