A Groundbreaking Event, a New Budget and a Visitor from the Cabinet

Welcome to the work week, Rockville.

It's the last days of March (where are those lambs?) and March Madness (where are those No. 1 seeds?) and the first days of the Major League Baseball season (where are those final roster moves?).

It's already a busy week and the Rockville City Council has a full plate this evening with a groundbreaking ceremony for the new police station in Town Center before tonight's council meeting. Let's get to it with this "Cop Rock" (appropriately bad for Monday) edition of "The Rundown":

  • A presentation of the city's fiscal 2012 operating and capital budgets highlights the agenda for tonight's City Council meeting. The council will hold a public hearing on the proposed budget on April 4.
  • The future of  is also up for discussion. The arts center at Rockville Town Square informed the city in February that the organization was struggling financially and had seen the resignation of several board members and of its acting executive director. VisArts is now proposing that the city take over its operations, according to a memorandum from city parks director Burt Hall to city manager Scott Ullery.
  • The council will discuss whether to continue with the process of  after the revelation that a National Golf Foundation report on the course operations included an accounting error that gave a more positive picture for the course's financial future than is actually the case. The Gazette reported on the error last week. City staff is recommending that the city continue to solicit offers for potential new management.
  • The council will vote on a revision of the city's election guidelines that would bar the posting of candidate information on the city's Web site. The proposed change comes after the city attorney's office reviewed the federal guidelines for the use of the ".gov" domain used by government entities and determined that the posting of candidate statements is not allowed. Candidate statements would continue to be aired on Rockville 11 and posted on the city's Facebook page and Rockville 11 channel on YouTube. They would also appear in the printed edition of Rockville Reports, but would not appear in the online version of the city newsletter, which is hosted by the city's Web site.
  • will host U.S. Secretary of Transportation Ray LaHood on Friday. LaHood will speak to an assembly of juniors and seniors as part of the school's "Every 15 Minutes" program, which combats drinking and driving. Rockville High Principal Debra Munk reports that NBC News will visit the school to do a feature on the program for the network's "Today" program.
  • In other news from the school system, hosted its own high-profile visitor on March 18 as acclaimed soprano Ana Maria Martinez belted out high notes from the aria "Un Bel Di Vedremo" from "Madama Butterfly." Martinez, who recently starred in the Washington National Opera’s production of the Giacomo Puccini opera, wowed fourth-graders in Farmland's La Clevique Opera Company. The fourth-graders have been producing their original opera about sibling rivalry called "Talent 911."   • Last week, "The Rundown" brought you . Someone (with the key part being the "one") finally hit it big. The Associated Press reports that the estimated $319 million jackpot was sold to a single winner in Albany, NY.
